Simply drag and drop your image file, without opening it, onto your opened TextEdit (in Rich Text format) or any other Word processing opened file, then save.

I know of no way to convert a photo to a document. Do you mean you want to include a copy of a photo in a document?

Do you have a scanner?
Scan the photo and save it to a jpg file.
Open a Word document.
cl Insert
cl Picture
cl From file
Browse, then Indicate the folder & filename of the photo
cl the photo
cl insert
