Almost every time I ask somebody a question in class at school, they reply, "huh?" or "what?" not because they want to be smartasses, but I'm very quiet and mumble... and of couse its high school and everybody is loud during class. When people are capable of hearing me, I'll sometimes talk to fast and my words just collide with one another, I'll studder or something. On top of that, I think I have a lisp o_o but its mild. I'm reserved, and talking in front of class is just a train wreck for me because I go too fast.

What are some tips that can help me talk more precisely and louder besides going out and buying a loudspeaker? And is there any way to clear up a lisp (I'm in my mid teens if that matters)

Take a book, go into your room, stand in front of a mirror and read aloud to the mirror. Pretend to be an actor at an audition.
Speak clearly and loud and pronounce the words properly.
Do this for a couple of weeks, but try to read from different books, a Readers Digest with several current stories would do great. Than practice your new voice in class, once you get through to them, the confidence to speak up will get easier. The same with talking in front of a class, at first you will still speak quietly but focus on one friendly face in the class and imagine the teacher naked and you will get better.

Hace you had speech therapy? Also, being nervous can cause stuttering and fast talking. Just practice and try to stay calm.

i have the same problem but i just try to gather my thoughts and speak slower. i try to sound as confident as possible even tho i'm not always. also when most people say huh? it's because they just werent paying attention. most teens have low attention spands but you should try to speak loud enough to get their attention and just be as confident as possible.
