This is a simple subtraction problem.
If the temperature dropped 17 degrees F between 4pm and 11pm and was 11 degrees at 11pm, then the temperature at 4pm was:
X-17=11
or 17+11=X
X=28 degrees F

If the temperature dropped 17 degrees between 4 and 11 p.m, then it was 17 degrees higher at 4pm than it was at 11. So it should be 28 degrees.

Not so crazy!

T1 - T2 = 17 F
T2 = 11 F
The times are extraneous.
T1-11 F = 17 F
T1 = 17 F + 11 F
