Why do oil sands employers only seem to target help from maritime what about Ontario?

If they can fly employees from the Maritimes , why not from major cities in ontario?
Im sure Alberta could fill shortages of skilled labor from Ontario ,if the people in Ontario were flown home or given the opporunity , like those in maitimes .
what do you think?

The biggest reason:
The wages in Ontario is higher than Alberta. So companies suspected that workers from Ontario wouldn't be willing to take a "pay cut" and they are not willing to go up that high yet.

If the labor shortage continues, eventually the wages will increase.

There just isn't a large pool of unemployed tradesmen in Ontario.
