No, not in my opinion. But the 2 times we have gone (my wife and son), we have had nothing but a blast.
You can purchase alcohol (beer & wine), but beleive me you can have a great time without it. I am not against alcohol for folks of the proper age, but I am against drug use.
I only wish we could go this year. Beleive me it is such an awsome event with so much to see and do you'll have a great time.

In some ways it may seem like a rave. I went a few years ago, and it was a really hot and humid night, the park was crowded and most people were drunk. So.......
But seriously, it can be a really great experience, I just haven't been back the past few years because it doesn't seem worth the expense. You should definitely go on a night when it's not busy and not hot (The earlier in October the better for smaller crowds). The lines can be really long for the haunted houses, but the rides usually aren't as bad. You may also want to look into doing the special tour that I've heard about. For an extra cost, they'll take you to the houses, during the day, and tour them with the lights on, see how things work, etc. It sounds like it would be a blast.
Have Fun!

No, not really at all it's like a huge haunted area; with scare zones, haunted houses, souvenirs, shows, and a parade. Halloween Horror Nights (HHN) should be a lot better this year then it has been the past few years to considering that it is back at Universal and not Islands of Adventure, where there is more room in the park, and alley ways for the scarers to hide at. Alcohol is sold at the event and people do get extremely messed up (some even sneak illegal things in and do it in the park, but is only a select few) but security is extremely tight with metal detectors and such as soon as you enter the park and there are undercover cops every where you turn. HHN is a great way to celebrate the most feared holiday, just go out and have fun.

PS Howl-O-Scream at Busch Gardens is much better... http://www.noone2trust.com/tampa/index2.asp?origref=&alias=http://www.noone2trust.com/tampa/index.htm
