I believe if I read correctly that that refers to the civilians of enemy nations (i.e. Iraq or Afghanistan) but no matter what, it is still creepy. In fact, isn't that what the Nazis did. (And doesn't it seem a little wierd that they used so many abbreviations when they could just write out the words?)
