Freddy, The reason being is that Leatherface while very strong is still a normal human and can be injured just as easily as anyother human.
Leatherface has been shown to sleep and in the dream world Freddys powers are near limitless, and outside the dreamworld Freddy still has shown above average strength,durability,and agility as witnessed in his fight with Jason.
Finally Freddy is himself a savage and brutal killer he would not be frightened by or intimidated by Leatherface.
