The cheapest way to get high quality sand bags is to make them. Go to the fabric store and find some cheap canvass. The bags are super simple to make.

there is a product called a Bulk Sak that will hold any aggregate. The company's name is Bulk Sak, Inc. Sorry I don't have a website.
