I heard there is a telescope that you can practically see into someone's back yard. They use something like it on the news for the weather, but I think there is one that is better. I also heard that there is a website that you can use to view things on earth straight from the the space telescope. I may be mixing up facts...Can someone please clarify my confusion?

There are high resolution imaging satellites. The United States government uses them, but the best images are classified and are restricted by law for official use only. You taxpayers, you paid the bills to make and to launch those satellites, but the government doesn't think that gives you the right to use what your money paid for. So you'll have to be satisfied with relatively "wide angle" pictures that show several city blocks in the field of view.

The Hubble Space Telescope exemplifies the kind of technology available, but it isn't the satellite used by law enforcement or the military for intelligence purposes. There are other satellites, specially dedicated to those roles.

The US Geological Survey uses ariel photography to make its 7.5'x7.5' quadrangle map series.

There are many web sites that will show pictures like that. One of them is the real estate site zillow.com. However the pictures are not live. They are combinations of satellite and ordinary aerial pictures taken over the last few years.
