the dust is actually scales the scales make up the wings of the butterfly.

One additional theory is that the scales loose attachment enables the butterfly to more readily escape the stickiness of spider webs. The scales seemed to have evolved at about the same time as the web spinning spiders. No proof, but a neat idea nonetheless.
