First you apply any concealer you need, to cover up major blemishes and discolorations.
Then apply a foundation, covering your entire face, being sure to cover your neck area as well.
Then, apply your eyeshadow, eyeliner, and mascara, in that order.
Then apply your blush and then your lipstick or lip gloss.

First rule of wearing make up is to go as natural as possible. Most women 20-30 are looking way older due to the heavy amounts of makeup they cake on. You want to bring out your natural beauty. Try lining your eyes with a pencil and use mascara, but if your eyes are sensitive use Almay that's a hypoallergenic brand for those who are sensitive around the eyes. If you wear eye shadow wear it lightly because heavy makes you look too old and go for wearing lip gloss since lipstick is what your mother's generation wore and it's less heavy on the lips and sometimes can bring out the natural shape of them. Always wear makeup on clean skin so cleanse your skin with skin cleansers not soap because it can dry your skin out and make it irritated and red. Stuff like St Ives Apricot scrub is a good way to cleanse your skin and even a tub of Noxema is good. I personally take a quarter sized amount of apricot scrub and the same with the Noxema and mix it together and scrub my face and let it sit for about a minute and a half and then rinsed in warm tap water and pat my face dry it feels refreshed afterwards and then use a good anteseptic toner to prep your face for wearing makeup. Having broken skin and pimples does not look right when wearing makeup. If you need more help some places like Ulta will help you apply make up on properly and telling you what is considered too much and what is just right for someone your age and skin type. Go to Ulta.com and see if there's a location near you.

Ok firstly get a foundation and concealer that matches your skin tone.. Always apply foundation first then concealer..
First shake up the foundation, then pour some on your hand (not the balm) slowly with your finger keep dabing it (this warms up the foundation a bit for better blending)... Then put a dot of foundation on your cheeks, forehead, chin, and nose. I like doing one at a time but it's up to you...
With your ring finger start blending in a circle motion until it's completely blended, if you need more add more... Once you're done your entire face if you have any blemishs or dark circles use some concealer PLEASE MAKE SURE THE CONCEALER MATCHES THE FOUNDATION!
if its a wand concealer dot it on the problem spot and then using your ring finger again slightly tap the edges so it blends.. with a stick foundation I like putting it on my ring finger then dapping it on the blemish or dark circles.
Once you're done that add some loose powder with a powder brush or a powder puff....
Then you add your eyeshadow, eyeliner, mascara, lipstick or lipgloss, then blush.
If you need steps on this let me know! :D
Hope this helped you :)

i don't think so that other people were so specific about what
they say. listen first is your foundation ok
put it flat on your face and be sure to cover your
neck. then put on your eye shadow use light and
natural shades the third step iis that put your eyeliner
matching with the eye shadow okay!!
then put on the mascara sloaly that it does not
scrambles. then chose a nice light and glossy shade
for your lipstic or lip gloss if you are under 10 use a chapstic
or a lipgloss don't use a lipstic and the last your lipliner.
