Falsifying data or retaking samples until they match your preferred result. Manipulating stats. Biasing your subjects. Making up an answer then proceeding to try to prove it - very different from proposing a hypothesis based on observation then attempting to disprove it (or actually to prove the opposite hypothesis, the null hypothesis - that is the scientific method)

or, different premise: spending $200,000 to develop a stupid bass so it is easier to catch. Actual study.
