What does it really matter? IN a 30 minute program, there are 7 minutes of commercials on average..... And in an hour it's almost 15 minutes of commercials

So Tivos can capture them. If they start on the exact hour, Tivo thinks the programs overlap and cancels recording the second one. This helps folks with Tivo and DVRs record things.
