Go to Tools then Internet Options and navigate from there

For Internet Explorer 5.x for Windows:

Select Internet Options from the Tools menu.
Select the Security tab then click the button labeled Custom Level.
Scroll down to Cookies and make sure that the box next to Accept cookies is checked.

For Internet Explorer 6.x for Windows:

Select Internet Options from the Tools menu.
Select the Privacy tab.
Move the slider up or down depending upon the desired level of security you would like.

For Netscape 7.x:

Go to the Edit menu and select Preferences.
Double-click on Privacy & Security in the list of topics on the left side of the window to open its sub-menu, then click on the sub-topic Cookies. The right side of the window should now display a series of radio buttons, and three checkboxes.
Find the radio button labeled Enable all cookies and make sure it is selected.
Click OK.

It's not called activate, it's called allow cookies. Depending on which browser you are using, for IE: click on the Tools on the menu bar, click on internet options, click on advanced button, check the override automatic cookie handling box, then check the options you want. If you're using Firefox, click on Tools, click on options, click on privacy, click on cookies, and choose your settings.

At the top of the screen go to options or tools. Then internet options. Cookies will be in one of the categories. If it isnt allready enabled.
