Clinton had a criminal record even before he was elected, and he was considered a joke by everybody. He won by default after the republican vote was split. he won by even less than bush won, he did have the most votes though.
When you tell the truth, its not a smear. when you tell the world that a fighter pilot and the secratary of the navy an the head of the CIA are draft dodgers, then that is a smear. thats actually what Bush, Cheney, and Rumsfeld were before they were president, vice president, and secretary of defense.
