Well from a physical aspect:
mens underwear is made out of more suportative material and has a double gusset around the genital area to aid support. The shape is diffrent in orde to accomodate that male genitalia and more adiquet waist band support.
Womens underware is made of lighter material and airs more on the fashion side.
As for styles, frilly,lace etc thats personal choice. It is only conditioning that puts lace etc to be a feminine only quality.

Because men and women have different "plumbing" and their underpants (or knickers as they're known in England) have to accommodate these differences. Also girls like more frilly panties, as a rule.
