You should get him a combination of things. The newest Structure Deck, Dinosaur's Rage, will be out soon. It will be compatible with the new banned list and have a few exclusive cards in it. Other good Structure decks: Warrior's Triumph and Spellcaster's Judgement. Next, a Yu-Gi-Oh game for Gameboy Advanced or Nintendo DS. Yu-Gi-Oh Ultimate Masters: World Championship 2006, Yu-Gi-Oh Nightmare Troubador, and Yu-Gi-Oh GX Tag Force(November 2006) are the 3 newest games. Last, a few of the 2006 tins are out. By far the Cyber Dragon tin is the most popular. You get Cyber Dragon, 2 packs of Cybernetic Revolution, 1 pack of Elemental Energy, 1 pack of Shadow of Infinity, 1 pack of Enemies of Justice, and a Duelist handbook.
Shop around. The Structure Deck should be no more than $15, the game no more than $30, and the tin between $20-$30 but maybe higher(it may even be higher due to availability).

Depends if they're being played with or collected, but any collector worth his weight in laminated paper would appreciate the 3 Egyption God Cards, or perhaps a Blue Eyes Shining Dragon.

i would go for a book and protectors for his cards and one or two of the box sets. you don't want to get all rare cards. its not just collecting the cards, its playing the game that makes it fun. my son is 10 and he loves to "duel" his friends and make trades.
