when i go in my basement there are little flying insects all over my wet clothes. they are black and very tiny.

Not with mold and mildew. What those are,probably Nat's.

Katrina flies, but it does not sound like that is what you have. Katrina flies occured more from having no electicity for weeks and rotting food in fridges. They are also called coffin flies. Open a bottle of white vineager that has a narrow opening. Leave it opened in your basement and the flies will dive in.

They may be attracted to your basement by the smell of mold, etc. Hang up fly strips, or spray to git rid of them

no they lay eggs in rotten stuff.
