1. many people here are also short on cash and can't afford to help others whom they have never met. (You should help you and yours before you help someone else)
2nd. You don't know where your money is going. There is so much fraud - how do you know who you can trust?
3rd. They are already getting help. From the government. People pay taxes to the government. Therefore many think they are already helping so why pay more?
4th. How can you really be sure if it will get where it is needed most? If I were to donate $10,000, for example? Where will that money go? Into someones pocket? Or to help the vicitms themselves? It's not like most of us live there and can just go give it to the "Jones Family" because they have it hard.
5. If I gave $10,000 to the "Jones Family" what will they do with that money? Will they re-build in the same hurricane risk area? Will they take it for booze or lottery tickets ect? Will they use it to help themselves or will they 'blow it'?
6. It was not our choice that the government should help the people of Katrina. Haven't you figured out that the governement will do as the government wants to do? I have yet to see the government take a popular vote on this or any other natural disaster.

Now why would someone refuse help? I didn't realize they did, but I suppose there is always someone.
1.Maybe they like living off the government. It is easier than getting up and going to work every day.
2.Maybe they are depressed and don't see a future in terms of jobs ect. until the levy is fixed.
3. Maybe they have too much pride to take what they see as a 'hand out'
4. Maybe the government is not offering enough. For example if you want to move - let's say it will cost you $10,000 to re locate, get another job, get the kids enrolled in school, get an apartment ect. and the government will only give you $2,000 twoards that end, many might think they are better off staying where they are.

Why shouldn't the government help the Katrina stricken cities? They have the money and the resources to do so. The US can always lend a hand in countries that try to annihilate us, but here on our own soil, you almost have to die to get the governments attention. I can't think of a reason why anyone would refuse help from the government. The government helps itself to part of the money I make every week, so why not do something positive with that money. With our tax dollars we all are contributors to the cause.

Who else has that kind of money?
Remember the government is in effect the public, it is your taxes helping all those places ravaged by any catastrophe.
