I found 1&1 gives a 5 page website, a 1G email account, an
easy-to-use website builder, etc. when you register a domain
name through them for $6/year.

All the free webhosting services seem to bother you with spam
and/or advertising and/or pop-up windows and do not give
you your own domain name.

10 dollars for 2 free domains 20GB storage and 750GB bandwith a month. Several hundred clustered servers ... very reliable webhoster with multiple OC3 fiberoptic lines hooked up to its center in Canada.
Normally costs 120 dollars a year.
They also give 25 dollars in Google AdWord credit for advertising your website if you want to use it.
They will try to sell you their design software for 7.99 but don't be fooled. They give you a free download after login/purchase. Just login and look for Fusion 8 download in help.

That depends on whether they are maintaining it for you! If you are doing all your own web authoring, you might check your ISP for the webspace you are already paying for!
