local building codes vary, check em .
checkout pre-made wrought iron railings, they meet most codes, are readily available and can be used in a variety of situations. not too expensive also.

The rail should be around 34'' high, This is putting a level against the edge of the step, and measuring strait up, do this at the 1st and the last step and snap a line . mount the railing at the line.

They have to be about 36" high from the bottom step and the top step, also they need to extend at least 12" past both top and bottom step. the supports should be no more than 36" apart
