Have you tryed to see if you can pull it back up from te bottom like move your mouse down by the bottom and see if it turns into arrows and pull it up if that doesnt work try to refresh your screen by right clickin on the desktop

Put your cursor on the bottom of the screen. Left click and it will lift the task bar so you can see it.

If your home page is Yahoo, go to Yahoo Help and download another tool bar. If you are unable to find the download for Yahoo toolbar, key into search toolbar and it will direct you to Yahoo toolbar for download.
