dude nothing is wrong with you. I am uncircumsized also and it doesnt mean a damn thing that your foreskin doenst come off when you are hard. some men are uncircumsized and they have almost no foreskin and some men are uncircumsized and have enough foreskin for everyone. its just how you are.

It may not "come off" for several reasons, but first of all, if it doesn't hurt then you're okay in the short run.
The most obvious reason it might not retract is because the opening of the foreskin is too tight/small; this condition is called phimosis. Stretching exercises will resolve this problem in the majority of cases. Basically you just stretch the opening of the foreskin (like increasing its radius) as far as it'll go for a few minutes each day for a few weeks. I think you just hold it there for a few minutes to keep it stretched. After a month or so it should be large enough that the foreskin can be retracted all the way. If this doesn't work, there are prescription creams that're supposed to help. If that doesn't work there are still many other options other than circumcision if you don't want a circumcision.
The other possibility is that you many have adhesions between your foreskin and the head of your penis. In this case you'll need a doctor to separate the adhesion. I don't know if it hurts, but it'll probably be uncomfortable at the least. It's fairly simple and afterwards you should have no problems. Regardless, circumcision is a last resort unless that's what you want from the start.

First of all, if you don't have any pain, you don't have to worry about an infection. Don't listen to most uneducated people when it comes to uncirumcised penises. Most do not know what they are talking about. Secondly, the foreskin should NEVER be pulled back as a baby, because by nature's design it provides a natural protection for the penis.
You should see a doctor about this though. I had a friend who ended up having to have a circumcision because of the same problem. Whether or not masturbation will help is questionable.

Your foreskin might be too tight which in later life can result in some problems. You need to see a doctor and/or masturbate regularly and hopefully it will stretch a bit. Although this should have been done to you when you were a baby. Not the masturbation of course, but working on the foreskin. If it doesn't go away you might need to be circumcised. Its an out patient procedure and you will be sore for a few days.

If it is painful when you try to retract the forskin, you may have an infection of the skin underneath. If it does not hurt then you may have phimosis which is a tightening of the foreskin. It does not hurt anything as long as you are able to urinate. It can only be corrected by circumcision. Get your parent to take you to the doctor if you are having pain please.

you may have to go to the doctor and either get circumsized because my concern is how are you clean underneath that skin. The accumulation of bacteria creates what is caused smega.
