I've never heard of an online search for construction liens. You have to either search the County Clerk's records (assuming you are in a state with counties) or get a search done by a title company. The price of a search done by a title company varies widely. Some counties have very modern Real Property Records and some are still in the stone ages, so if you decide to do it yourself, the amount of research involved will depend on where you are. In most counties, there are independent abstractors that might offer an even better option. They know how to search the county records and might do it cheaper than a title company. The safest way to go, though, is to get a title insurance policy on any real estate you buy.

You won't, the internet isn't thorough enough to have all those manual county courthouse records (which is where the construction liens are recorded).

You need an expensive service like Lexus/Nexus or a title company to do the search and provide you with a report.

The county courthouses themselves love keeping manual records and forcing people to drop by and rifle through the vault and look it up. This is the last place in America that will be computerized correctly!
