I think alot of what we see is calculated - that portions of the government make concerted efforts to control the public perception of how the government operates.
I think to government is so big - that it is difficult, if not impossible, for anyone to get a solid handle on what is actually going on.
For that reason, I don't think there is any shadow organization. I think there are just parts of the government that operate without much public awareness. This lack of awareness of the true nature and workings of the government fuel the perception that what you see and what is really going on are two different things.
