get small pizza crusts (or pre-make the dough and even have the kids make it into a flat crust) and let them put on their own sauce/cheese/toppings. Thy will be so excited to eat their creations (and everyone gets what they like that way). Or decorate cupcakes (frosting, sprinkles) if you don't have the oven space to cook pizzas.

Hire an aspiring performer (magician, clown, balloon animal artist, etc) from your local middle school or high school (put up a flyer). You won't have to pay them much since they're not a professional, but the kids won't know the difference. (I found out recently that the magician at my 7th bday was only 12. I had NO IDEA at the time)

do a google search for games. Here's one site with some good ones - scroll down for the games: http://www.amazingmoms.com/htm/partygames.htm#party%20games%20list

good luck!

Buy pizza ingredients: shredded moz cheeze, tomato sauce, sausages, mini pepperoni, either biscuits or pizza dough and let them top and make their own pizzas to their liking. It was a hit when i did it for my son his sleepover

if a pool party is possible, do it, the kids can be fairly unwatched but still be safe cause of the lifeguards, afterall they think its cool to have no adult supervision
