1. 15 pennies, 1 quarter, 3 dimes, 6 nickels

dont know the answer 'cos dont know the different coin values in wherever - but
25 coins equals 100 cents so average value is 4Cents.
that should help you work it out
probably all solutions contain 5 10 15 or 20, 1cent coins.

25 - 4-cent coins

15 - 6-cent coins
4 - 2-cent coins
6 - 1/3-cent coins

22 - 3.6-cent coins
3 - 6.93333333-cent coins

I can't think of any more right now, maybe you can come up with some... you only need two more!
