Remove and clean the carb. After sitting for 2 years, any gas in the carb and jets evaporates leaving a sticky, gummy laqure that cloggs up every thing.
Get some carb cleaner that comes in a spray can.
Disassemble the carb
Spray the inside of the carb until clean
Spray through every passage way - you'll know if it's clear when the spray comes out another passageway.
Hold the jets up to the light - you should be able to see through them.
If needed - let the jets soak in a little cup of carb cleaner overnight.

Honda's are very cold blooded beasts i would put in fresh gas and use a piece of sand paper on your spark plug choke it and put a shot of starting fluid in the spark plug hole replace spark plug and it should fire
