There has been a lot published about bilinguial and multicultural education. Get in touch with a local university's education department, they could guide you to information available locally.

Just go to the university library and talk to someone at the reference desk. You will find shelves and shelves on the subject, plus you'll probably get access to peer-reviewed academic journals in online databases, and theses by Master's and Doctorate students.
