In theory, you've accepted a contract and are obligated to carry through. However, few companies want an employee who is not motivated to work for them. Send an explanatory letter to the person to whom you are supposed to report, and on the same day you send the letter (which should be immediately), telephone the person to whom you would have reported and explain the circumstances. If you think you might like to work for the company sometime in the future, say so, and ask what you can do in order to avoid a rejection because of this incident. All this, by the way, assumes that whatever came up constitutes what most would consider a valid excuse. If not, you must still tell the truth, and admit that you have some growing up still to do.

Legally, there is a contract between yourself and the employer. However, usually, within the first 3 months, a probationary period, the notice period is 24 hours. On that basis most companies would not hold it against you if you withdraw. The decent thing to do of course is to give them as much notice as you can, sodo it today. Just write a short letter explaining your circumstances. Thank them sincerely for the offer and apologise for any inconvenience caused.

You have an interesting and unusual string of answers to your question. The first answer was the best (although I think it was incomplete) and they got worse from there, not better.
You simply call the boss in the other city, and tell her (or him) that your circumstances have changed, and you cannot accept the offer. You appreciate it very much and thank you very much. Goodbye. Be polite, because you might want to work for them one day. You never know.
