A jeweler is probably the best person to make the determination. Although there is the old "scratch the glass to cut it" test- there are plenty of rocks out there that will scar glass, and it won't tell you if you have a man-made diamond. That technically is a diamond, chemically speaking- but doesn't have the same value as a natural one. A trained gemologist or jeweler will be able to tell the difference in just a few minutes of inspection. Most won't even charge to look, and you will have your answer.

strike it on a piece of glass, if its a diamond it won't hurt it, but it will cut the glass.
