Something is NEUTRALLY buoyant if it neither rises or sinks in the water it happens to be in. So think of anything that happens to just hang out in a certain depth of water (or air!). The first things that come to my mind are:

fish
plankton
a hot air balloon (in mid-flight!)
clouds

I'm sure there are many other man-made and natural neutrally buoyant stuff out there. Hope that helps!

Go in your bathroom, fill up the sink and put some crap from around your house in the water and see if it floats. It'll take about 10 minutes.
