what dont you see? and who's the other guy...this is a horribly incomplete question...its not even a question

Best thing here is being emotionally honest without making any pressure or demands. If he's not acting on this there is a reason. And most likely you talking to him won't change that reason. So don't pressure him, or make demands, or talk about you two sharing your life together in the future. These will make him avoid you like the plague. Just be open, honest, and supportive. Tell him how much he means to you and that you are happy just to have him in your life. Mabey if the 2 of you are really, really unusually mature, the 2 of you will be able to tell each other that you love each other without there being pressure to get together, be a couple... etc. Usually people can't get to this point until they are older. If you two can you will be way ahead of most people and find that you will have a tremendous relationship with each other as people who are in each other's lives even if it's not as a couple.
