Try this:

Find something that reminds you of every year youve been together like maybe the cd to a concert you both went to and then something that you both are looking forward to in the years to come. Make it 4 seperate gifts with an explination for all.

Then take her to the first date youve had or where you met.

If the price is right try getting a limo or transportaion to where you can enjoy each other's company.

Good Luck!

Take her to a favorite place that she would like, something romantic and come up with a clever way to propose, I had a friend at one time take his fiance scuba diving and hid the ring in a shell for her to find, think of something dramatic and clever for this will be the only time in your lives that this will happen, express your love through your proposal, make it unique and special.

The night he proposed, my husband rented a cottage for us at a bed n breakfast. He went all out, dressed up, and even down on one knee to ask me to marry him. I ended up in tears and said yes, of course!
You might try something like this. :)
