I have a stark white plastic bird bath but I want it to be a different color to match the house or not stand out so much. I didn't know if it'd hurt the birds to spray paint it, although I've never seen birds in it. Also wondering if the paint peel quickly under the water?

Since the bird bath is plastic, spray paint won't stick to it at all.

Yes just make sure that it dries completly before you put water in it. and before you do that get a light sand paper to rough the surface up up only(and only a little) between 240 to 400 grit then spray a light prier on it. the primer will cling to the roughed surface. when that has the correct amount of dring time then do the same process with at least 500 grit or more sand paper( the higher number grit of sand paper, the smother it will be.) then use the paint you want, then make sure u let it dry and cure first.

Bad Idea....but if you want to - paint the parts that will not be under water and thus no threat to the birds if the paint peels

You can purchase a spray paint that is especially for plastics.... once it is throughly dry it should be ok.
If you are still worried about the paint coming off you can use some clear sealant on it..especially in the bowl area.

You would need to use the spray paint used for plastic or it wouldn't stick well. I think it shouldn't peel, but am not sure.

clean the birdbath very thorough, scuff sand, then use a water based paint, please allow to dry before you put water back into it, also if it's a metal bird bath you should use like krylon, or a rust inhibitor like rustoleum to paint it and there again sand it rinse it out and clean thorough before putting it back out into the yard.
