This is the original law that establishes a department or procedure by the legislature. Primary legislation establishes the Dept of Homeland Security. Secondary legislation are the rules or codes that the executive department establishes to carry out the role the legislature intended.

So Congess sets up a department and then the department decides what carry-on luggage is allowed.
