I have a razr and I want to know if you can hook it up to the computer and download songs onto it to use as ringtones.

Absolutely, I do it all the time. I use this software program, "Ringtone Media Studio", I'll put the link to where you can buy it below.
It lets me use my own CDs and MP3s, my own pictures and vids too, so I don't have to buy content from the carrier anymore.

Yes all you need is a usb data cable and motorola tools 4.0 they can both be found on ebay.
