It's not illegal...but not possible either.
If the woman really is "his widow's sister" then the guy is dead.
He cannot marry the widow's sister, the widow, or anyone else for that matter.
It's not illegal because most state probably do not have laws against dead people getting married. In fact, not all states even have necrophillia laws.

Yes, but I think you need to reword your question a little.
A widow is a woman who's husband has died. A widower is a man who's wife has died.
Therefore, I believe you're trying to find out if a man can marry his wife's sister - or sister-in-law. right?

A good one!! caught a few out. Mind you there are rules about who you can marry. For instance,I don't think that a man is allowed to marry his brother's widow.

You cannot marry with your own real widow sister as it will be a marriage within "prohibited degree"

If you mean is it legal to marry his late wifes sister, then the answer is yes. A man can marry his sister in law.
Only people who are directly connected to you by marriage are prohibited such as your step Mother, Step Grand Mother, Step Children, Step Grand children etc....

Yes. You can marry anyone you want as long as you are single, and the person is not in the same family as you, or a first cousin, (in some states).
