My guess is it's just stuck. Might try some penetrating oil everywhere you might think it will work it's way down to the bolt and take your time by tapping on the bolt. Leave it for awhile and tap it some more. Eventually, it should work loose. Make sure you don't mushroom the end of the bolt when to tap it or bang it with the hammer. You might also be able to use a gear puller to apply the pressure instead of hammering.

You need to use a punch. Put the punch on the flat part of the bolt at the end of the threads.
Don't hammer it with just the hammer you might mushroom the end and never get the nut back on it. Try not to let the punch slip and damage the threads..... If there is a nut on the end of the bolt you may want to try to unscrew it out with a wrench or socket. There may also be a bolt holding a plate to the swing arm from the large bolt if it doesn't have a nut end on it. That would be the thing you turn when you tighten your chain Kind of a safety feature to keep your wheel from falling off if the nut comes off while riding.

The axel is a tight fit and the bike is pretty old. Spray some WD-40 on the axel, let it soak for a little while and take a punch of some kind, maybe a socket extension, something about the same size as the axel and very carefully hammer it out....try not to burr the end up if you can.......

Some of these answers are right. The axle is rusted to the wheel bearings (common problem with dirt bikes that aren't maintained properly - once a year, remove, clean and re-grease all moving parts).
Hammer
Penetrating oil over night
Heat with torch
Hack saw - cut the axle and remove the wheel - easier to work on.
What ever works - good luck
I don't want to scare you, but the only way I was able to remove someones axle, was with a 10 ton press. If you can't get it out, bring the wheel to a shop with a press.

the axel needs to be tapped all the way out in order to remove the wheel. after taking off the nut then pec the axel out

Should never need a hammer (except maybe a rubber one).
