well it depends on what your major is! if you're trying to get into an impacted major, you'd be competing with many other applicants who have high GPA.
Another thing would be your ethnicity...i'm not being racist or sexist, but if you are a minority, you'd have a very good chance to get into wherever you want with that GPA.
Also put some effort in writing a good Personal Statement....that's if the University you wanna get into requires that.
However a 3.8 GPA should be good enough for most Universities.

its true that nowadays a 3.8 isn't as great as it used to be, and that GPA on its own won't get you into an elite school, but its a fine GPA, esspecially if you are involved in allot of activites and extraciriculars. class rank is also important. Ivy league and other elite schools might be out of reach, but you can probably go most anywhere else.

If 4.0 is a top grade, you're close enough to it to go pretty much anywhere you want, provided you can afford the tuition and fees (but then, with a 3.8, you should be inundated with scholarships in something or other by now).

Your GPA is pretty good, but what was your ACT or SAT scores? That is what matters, as well as what extra-curricular activities you were involved in. Not many colleges want only those who study, they need to be well-rounded.

Right now you need to stop worrying about your gpa and start worrying about your sat/act scores. Those are what determines what schools you will even have a shot getting into.

It's not only dependent on your GPA, but on your entrance exams and your SAT and ACT scores. Check with the college in which you are interested.

wrong directions to tackle this problem unless you just wanted flaunt a GPA (mine was higher in HS btw :O)
You need to figure out what you want to study, find the leading schools for the said major, compare the tuition/scholarship and then choose.
