When you say mini, do you mean for a child or for a doll? Either way, there are software companies that specialize in creating clothing patterns for nearly everything, from adults of generous proportions to small dolls. Different patterns, of course; but still.

Wild Ginger did some of them years ago, but I'm sure a search engine can do this for you. They are not cheap, but if you get into it, you can make pretty much whatever you want.

If it's dolls specifically you want, may I suggest there are several good doll maker and doll collector magazines that could not only get you started, but contain advertisements for the software mentioned. Some of them are amazing. Try putting "fashion dolls" into a search engine and see what you get. I'll put one or two links below to stimulate your imagination.
