1) Right Click on My Computer
2) Choose Manage
3) Expand out Services and Applications
4) Click on Services
5) Locate Print Spooler
5) Note whether or not the service is running
6) Double Click on Print Spooler
7) If necessary change the startup type to automatic and start the service
If the service is already running, uninstall and reinstall the printer.

If the spooler service is not running despite starting it, then you have a job stuck in the queue. I'm presuming as you mention spooler, then your O/S is at least NT, 2000, or XP ? If this is the case, with the spooler stopped, browse to C:\windows\system32\spool\PRINTERS, and delete any .tmp and other files you can find in here. Now restart the spooler service (or reboot the machine, as this service should be set to Automatic). This will restart the spooler.
Normally, when jobs get stuck, they corrupt the spooler, which will refuse to start unless the offending job has been deleted.

Go to:
Start -> Control Panel -> Administrative Tools -> Services
Find 'Print Spooler' on the list. Double click it.
'Startup Type' should be set to 'Automatic'
Click the Start Button, if Service Status says 'Stopped'
Click OK
If it was already set to Automatic and The Service was already 'Started', you have another problem...
