I would tell them not to do it illegally and have him tag his room, have my friends hire him for projects (which they would) and find ways for him to express his art in ways that won't land him in jail.

Well...it IS considered mischief under the Criminal Code of Canada, regardless of where they do it, unless it's their OWN property, and I'm guessing they wouldn't own much as kids.
Depending on the kid's talent for tagging, why not try to find an alternate medium for them to express themselves artistically?
I'd remind them if they get caught, they will get charged and possibly have a criminal record. With that, it's impossible to get a job.

Make him/her publicly apologize for defacing someone elses property and repaint the surface and work off the cost of the paint. More parents should try to be responsible.

i would call him/her on it. then i would make them clean it all up. then i would ground then for a month, no TV, radio, no nothing, them if that didn't work i would call the cops no them and have them give them a warning.

Smack him, punish him and make him volunteer (community service cleaning up the streets)
