what is the reasoning behind this declaration?

The main reason for it is that part of France's mythology is the idea that everyone is equally French and there is no recognition of minorities. The idea is that the government sees everyone as the same, that is French, pure and simple.
The reason they do this is that they believe that recognizing other languages, cultures and races within their borders would cause France to fracture. Fomenting the idea of homogeneity will make the people more united.

By the way, I'm not saying they're right or wrong. I'm Canadian and we do things totally the opposite. To each their own...

Because they all speak French and speaking the same language with the same accent in the same way can make you "one and indivisible" but that doesn't happen in practice. And they also share the same ideals, "Liberty, Equality, and Fraternity!"

It might have something to do with all Frenchman being brothers after the Revolution. Remember "Liberty, Equality, Fraternity". Most likely it is something to that effect.

Its because of separatist movements inside France. Corsican separatists, Basques and Bretons for sure, others I don't know
