What determined if a package being delivered needs to be....?
Signed for or not?
Sometimes I see packages left by a door without a signatures and others require you to be there? Anyone know?

I believe it depends on if the sender wants to require a signature.

It depends if the sender indicates that the package shall be "signature required" or not.
