(I needed to rent a car 30 days before my 25th birthday and no one would waive the underage fees for me. Normally, the rental would have been $175 for the week - I ended up paying closer to $400)
You're not going to find a big name car rental place to rent anything to an 18 year old - regardless of who signs for it. Maybe try a small local place...they may be more flexible. Another option would be to find someone who is over 25 and owns a car. They can rent the car and let you borrow theirs.
