Use tooth paste! The best kind is the creamy colored ones. I use it all the time to shine my silver jewlery. It works like a charm. Remember to keep turning the cloth so that you are not putting back on the black gunk.

Also make sure to rinse it in warm water to get the tooth paste off.

Actually the method which is used by the senior conservator of metals at the Colonial Williamsburg Foundation for cleaning silver is: ground chalk.
By gently rubbing the chalk with a cloth over the article of silver, you will bring back a soft pleasing shine. Chalk was the method for cleaning silver in the 18th and early 19th century. It is certainly less abrasive than toothpaste and commercial polishes.
Another plus for cleaning with chalk is the fact that there is no need to wet the piece of silver, which makes cleanup much easier and less time consuming.

Buffing with toothpaste or baking soda paste. If doesn't work u may have to get a cleaner to do the job. Something like Connoisseurs Cleaner for Jewelry or a polish for silverware or such.

my grandmother taught me to put tarnished silver in aluminum pan, pour baking soda over it all and then pour boiling water. particularly good when the silver is very very tarnished. it doesn't do it all but gets to a point where the rest of polishing is easier. good luck.
