Can i make a proxy to my sister who lives there to sell for me?

You can appoint her a proxy to sell the house on your behalf.

If you bought those property carried by your name then you can not get any proxy to sell those house. Reason why, bec. it needs your sign and no foolish person(s) who buy the house if there is no personal apperance from the true owner.

Yes, you can depending on the laws of the country where the property is. Have a similar situation at home. My wife owns property in Mosocw. Her sister has power of attorney and takes care of the property. She could even sell it if she needed to.
