There isn't a single card in the game with the best effect, it all depends on what types of decks you use. But in the game (OCG/TCG) the following cards are considered to have the best effects:

In GX, Another Fusion. It hasn't been shown in the US yet though. Its a trap that fuses two or monsters on the field, provided they make a Fusion monster, and you can even attack with the Fusions. The Fusion monster is destroyed at end of turn and goes to the Graveyard. Where you can revive if you want. In general, Cyberstein is extremely powerful. Unless you have countermeasures against it the game is over. His buddies Cyber Twin Dragon and Cyber End Dragon are the most popular finishers.

i used to be a yugioh fan but im growing out of it but my strongest effect monster is armed dragon lv 7

I would say Black Luster Solider Envoy of the End or Chaos Emperor Dragon Envoy of the Beginning

for me! its the card im about to buy tomorrow, Raviel, Lord Of Phantasms!! I say its hard to play but its not impossible!!, and there is actually no card with the best effect, it only matters how you play it and use its effect, so that's all I have 2 say folks ;) catch y'all later Raviel ROCKS!
