Does it retract when you are not erect? Is it painful when you get an erection? If not, then you really don't need to do anything. Some men have a lot of foreskin but cannot retract it, and that's perfectly healthy.
If you want to be able to, and it's not painful, then you cand do daily stretching exercises on the foreskin to widen the opening. Start by inserting two fingers and pulling the foreskin sideways from the inside. Pull as far as is comfortable. Hold for a while, then release. Repeat 10 or 20 times. Repeat this exercise daily (or more if you have time). After a few weeks, you should notice an improvement in being able to retract the foreskin.
If it is causing pain, generally, a small incision on the side of the foreskin will relieve this problem; it is extremely rare that a circumcision is needed.
Please see a urologist, but tell him you want conservative treatment and that you will not accept circumcision as the only option. If he insists, see a different doctor. There is still much misinformation in the medical field about this.

phimosis is not all that rare amongst guys with foreskin but it's not a serious problem either. Sure some doctors just want to cut off the foreskin to 'cure' the problem but that's definitely not a good idea unless all the other treatments have failed. And those treatments involve stretching your foreskin so it more easily retracts for cleaning (and sex) and then returns to it's normal position. In some cases there are ointments that help the process. Check out the link I've provided for a good explanation.
Hope that helps.

That is an actual medical condition that requires a visit to a urologists office. You need to be circumcised. A urologist can do that in his office relatively easily. If you are already circumcised you still need to see the urologist as your care of your foreskin was improper in some way. If that is the case, you need to be circumcised.

abqdan's advice is perhaps the best, and I couldn't have said better myself. However, here's a link for more info if you want. Circumcision is indeed a last resort as there are many other options to be considered before that.
